CN – Licence to Operate a Non-Slewing Mobile Crane (greater than 3 tonnes capacity)

Non-slewing mobile cranes over 3 tonnes capacity, including articulated mobile cranes, are used to lift and move loads on site and on the road, and operating one is licensed high-risk work. TLILIC0040 Licence to Operate a Non-Slewing Mobile Crane (greater than 3 tonnes capacity) builds the skills to plan the lift, set up the crane, perform lifts safely, drive an articulated crane on the road, and pack up on completion. It is your training step towards the CN High Risk Work Licence.

Training Details

This unit covers the skills and knowledge to safely operate a non-slewing mobile crane with a Rated Capacity (RC) exceeding three tonnes, in accordance with all relevant legislative responsibilities. A non-slewing mobile crane has a boom or jib that cannot be slewed, and includes an articulated mobile crane or locomotive crane; it does not include vehicle tow trucks. Competence in this unit does not allow driving an articulated mobile crane on a main or public road; a valid heavy vehicle licence is required for that.

Assessment is competency-based and combines theory with practical demonstration, using the national assessment instrument mandated for the licence.

Learning Outcomes

  • Plan lifting work, including confirming task requirements, ground suitability, rated capacity and working load limits, and hazard controls
  • Prepare the crane for work, including set-up, fly jib, load weight confirmation and slinging technique selection
  • Perform lifts safely within the crane’s rated capacity, using correct crane movements, test lifts and communication signals throughout
  • Prepare an articulated mobile crane for road driving, including restraining loose items, pre-operational checks and positioning the boom
  • Drive an articulated mobile crane safely, using correct steering, braking and hazard management techniques
  • Pack up the crane, stow lifting gear, and shut down and secure the crane on completion

On successful completion you receive a nationally recognised Statement of Attainment for TLILIC0040 Licence to operate a non-slewing mobile crane (greater than 3 tonnes capacity). Competence in this unit does not by itself grant the licence; you then apply to WorkSafe WA for the CN High Risk Work Licence separately.

 

Performance Evidence

You must operate an articulated non-slewing mobile crane with a rated capacity of 12 tonnes or greater to lift four different loads using the main hook, three of them through an obstacle course, with the load in full view. Loads must include a stationary load of more than 50% of the crane’s rated capacity with a boom length of more than 75%, a round load at least 300mm in diameter and three metres long requiring a dogger, an asymmetrical load requiring a dogger, and a stillage or steel pipe load requiring a dogger with a boom length under 75%. You must also demonstrate:

  • Applying mathematical calculations with the lift plan and load chart to configure the crane for the load, including boom, fly jib, line pull, side slope and articulation derations, and hook type
  • Applying crane movements including luffing, telescoping, hoisting, travelling and articulating
  • Carrying out pre-operational and pre-start checks for road driving, including brakes, lights, tyre pressures and registration
  • Driving without a load through an obstacle course on a private road, including turns, braking, reversing and steering, accounting for forward projection of the boom
  • Conducting and applying risk and hazard assessment strategies for ground conditions, dynamic loads, overloading, overhead hazards and weather
  • Communicating with associated personnel using two-way radio, hand signals and written instructions
  • Positioning the crane for safe operation and stability of the crane and load while driving to the set-down position
  • Planning and managing load stability, including confirming lifting gear, calculating WLL deration, and test-lifting to check slinging and load centre of gravity
  • Setting up and validating an exclusion zone, and shutting down the crane in accordance with manufacturer requirements

 

Knowledge Evidence

You must be able to demonstrate knowledge of:

  • Appropriate worksite communication procedures, including hand signals, two-way radios and signage
  • Characteristics and impact of factors affecting non-slewing mobile crane stability, including articulation derations, side slope derations and tyre pressure
  • Driving hazards related to articulated mobile cranes and low-risk driving techniques, including forward projection of the boom, lateral instability and steering oscillation
  • Relevant road rules, licensing and permit requirements for articulated mobile crane operation
  • Crane and lifting gear load charts and manufacturer requirements, and lift-impacting factors such as centre of gravity, boom deflection and load radius
  • Hazards including ground stability, overhead electric lines, structures and vegetation, traffic, and difficult terrain
  • Set-up of jib, fly jib and manual boom section where fitted
  • Selection, inspection and storage of lifting equipment and gear, and methods of making temporary rope connections
  • Stability of load and avoidance of hazards, and identification of incorrectly slung loads
  • Weather conditions that could affect operations, and work area suitability based on ground reports
  • Risk assessment and mitigation strategies, including the hierarchy of control
