Non-slewing mobile cranes over 3 tonnes capacity, including articulated mobile cranes, are used to lift and move loads on site and on the road, and operating one is licensed high-risk work. TLILIC0040 Licence to Operate a Non-Slewing Mobile Crane (greater than 3 tonnes capacity) builds the skills to plan the lift, set up the crane, perform lifts safely, drive an articulated crane on the road, and pack up on completion. It is your training step towards the CN High Risk Work Licence.
This unit covers the skills and knowledge to safely operate a non-slewing mobile crane with a Rated Capacity (RC) exceeding three tonnes, in accordance with all relevant legislative responsibilities. A non-slewing mobile crane has a boom or jib that cannot be slewed, and includes an articulated mobile crane or locomotive crane; it does not include vehicle tow trucks. Competence in this unit does not allow driving an articulated mobile crane on a main or public road; a valid heavy vehicle licence is required for that.
Assessment is competency-based and combines theory with practical demonstration, using the national assessment instrument mandated for the licence.

On successful completion you receive a nationally recognised Statement of Attainment for TLILIC0040 Licence to operate a non-slewing mobile crane (greater than 3 tonnes capacity). Competence in this unit does not by itself grant the licence; you then apply to WorkSafe WA for the CN High Risk Work Licence separately.
You must operate an articulated non-slewing mobile crane with a rated capacity of 12 tonnes or greater to lift four different loads using the main hook, three of them through an obstacle course, with the load in full view. Loads must include a stationary load of more than 50% of the crane’s rated capacity with a boom length of more than 75%, a round load at least 300mm in diameter and three metres long requiring a dogger, an asymmetrical load requiring a dogger, and a stillage or steel pipe load requiring a dogger with a boom length under 75%.
