Licence to Erect, Alter and Dismantle Scaffolding Intermediate Level

Intermediate scaffolding covers the more complex structures basic scaffolding doesn’t, cantilevered platforms, spur scaffolds and tube and coupler builds. CPCCLSF3001 Licence to Erect, Alter and Dismantle Scaffolding Intermediate Level builds the skills to plan the task, select and inspect gear, erect and dismantle cantilevered and spur scaffolds, ramps and mast climbing platforms, and complete the task safely. It is your training step towards the scaffolding intermediate High Risk Work Licence.

Training Details

This unit specifies the skills and knowledge required to safely perform intermediate scaffolding work. Scaffolding work involves erecting, altering or dismantling a temporary structure to support a platform from which a person or object could fall more than four metres.

This unit applies to scaffolding work involving cantilevered crane loading platforms, cantilevered scaffolds, spur scaffolds, barrow ramps and sloping platforms, scaffolding associated with perimeter safety screens and shutters, mast climbing work platforms, and tube and coupler scaffolds. Scaffolding work is undertaken in construction and other industries where temporary structures are erected, altered and dismantled.

Completion of the general construction induction training program is required by anyone carrying out construction work. Achievement of CPCWHS1001 Prepare to Work Safely in the Construction Industry (White Card) meets this requirement. This unit also has a prerequisite: it can be met by successfully completing CPCCLSF2001 Licence to Erect, Alter and Dismantle Scaffolding Basic Level, or by holding a valid basic scaffolding licence.

Assessment is competency-based and combines theory with practical demonstration, using the National Assessment Instrument mandated for the licence.

The unit covers the core stages of intermediate scaffolding work:

  • planning the task
  • selecting and inspecting plant and equipment
  • setting up the task
  • undertaking intermediate scaffolding activities
  • completing the task

Learning Outcomes

  • Plan the task: reviewing task instructions, identifying hazards and risk controls, calculating loads, and establishing communication methods
  • Select and inspect plant and equipment: selecting and checking PPE and fall protection, and inspecting scaffold equipment for defects
  • Set up the task: communicating the task plan and risk controls, preparing footings, and placing the scaffold in a stable position ready for erection
  • Undertake intermediate scaffolding activities: erecting and dismantling cantilevered crane loading platforms, cantilevered and spur scaffolds, barrow ramps, perimeter safety screen scaffolding, mast climbing work platforms, and tube and coupler scaffolds
  • Complete the task: removing excess materials, inspecting and storing scaffold equipment, completing handover certificates and scaffold tags, and removing risk controls

On successful completion you receive a nationally recognised Statement of Attainment for CPCCLSF3001 Licence to Erect, Alter and Dismantle Scaffolding Intermediate Level. Competence in this unit does not by itself grant the licence; you then apply to WorkSafe WA for the scaffolding intermediate High Risk Work Licence separately.

 

Performance Evidence

To demonstrate competency in this unit, a candidate must meet the elements and performance criteria by safely erecting, altering and dismantling the following:

  • a cantilevered and spurred scaffold, and a barrow ramp or sloping platform
  • a tube and coupler scaffold of at least four medium duty bays long and two lifts high, with a working platform of at least 4 metres, ladder access, a cantilevered platform and a ramp with handrails, toe boards and mid rails
  • a cantilevered crane loading platform and a mast climbing work platform
  • producing a tube and coupler scaffold plan to Australian Standards, showing diagonal staggering of standards, staggering of ledgers, and correct joins and positioning
  • checking relevant workplace information, completing handover certificates and scaffold tags, and using associated gear including planks, flexible steel wire rope, ladders, tie tubes, fibre rope, sole plates, screw jacks, props and bracing
  • identifying hazards and applying appropriate risk controls and safety measures

 

Knowledge Evidence

To be competent in this unit, a candidate must demonstrate knowledge of:

  • safe work requirements for scaffolding under Australian Standards, Commonwealth and state or territory WHS legislation, regulations, codes of practice and local government regulations
  • workplace information, including safe work method statements, permits, certifications and equipment service and maintenance records
  • workplace procedures, including emergency plans and incident reporting
  • hazard identification and mitigation strategies, including the hierarchy of control and use of PPE
  • hazards commonly encountered in scaffolding, including unstable work areas, damaged equipment, overhead and underground hazards, mobile plant, adverse weather, falling objects and falls from height
  • minimum clearance distances from powerlines and electrical equipment
  • risk controls and equipment, including safe access and egress, illumination, barricades and fall arrest equipment
  • application, limitation and load capabilities of cantilevered crane loading platforms, cantilevered and spur scaffolds, barrow ramps, perimeter safety screens, mast climbing platforms and tube and coupler scaffolds
  • scaffold dimensions, maximum capacities and load types, and the design of tube and coupler scaffolding
  • types and functions of associated equipment and stability equipment, including sole plates, screw jacks, levelling, ties, bracing and propping
  • ground and foundation suitability, and interpreting structural charts and structural plans
  • workplace policies and procedures for scaffolding, including working safely at heights and setting up fall prevention and fall arrest systems
