Licence to Erect, Alter and Dismantle Scaffolding Basic Level

Scaffolding supports the platforms people work from at height, so getting the build right matters. CPCCLSF2001 Licence to Erect, Alter and Dismantle Scaffolding Basic Level builds the skills to plan the task, select and inspect gear, erect and dismantle modular scaffolds, cantilevered hoists, gin wheels and safety nets, and complete the task safely. It is your training step towards the scaffolding basic High Risk Work Licence.

Training Details

This unit specifies the skills and knowledge required to safely perform basic scaffolding work. Scaffolding work involves erecting, altering or dismantling a temporary structure to support a platform from which a person or object could fall more than four metres.

This unit applies to scaffolding work involving modular or pre-fabricated scaffolds, cantilevered materials hoists with a maximum working load of 500 kg, ropes, gin wheels, safety nets and static lines, and bracket scaffolds. Scaffolding work is undertaken in construction and other industries where temporary structures are erected, altered and dismantled.

Completion of the general construction induction training program is required by anyone carrying out construction work. Achievement of CPCWHS1001 Prepare to Work Safely in the Construction Industry (White Card) meets this requirement.

Assessment is competency-based and combines theory with practical demonstration, using the National Assessment Instrument mandated for the licence.

The unit covers the core stages of basic scaffolding work:

  • planning the task
  • selecting and inspecting plant and equipment
  • setting up the task
  • undertaking basic scaffolding activities
  • completing the task

Learning Outcomes

  • Plan the task: reviewing task instructions, identifying hazards and risk controls, calculating loads, and establishing communication methods
  • Select and inspect plant and equipment: selecting and checking PPE and fall protection, and inspecting scaffold equipment for defects
  • Set up the task: communicating the task plan and risk controls, preparing footings, and placing the scaffold in a stable position ready for erection
  • Undertake basic scaffolding activities: erecting and dismantling modular scaffold, cantilevered materials hoists, gin wheels, safety nets and static lines, and bracket scaffolds
  • Complete the task: removing excess materials, inspecting and storing plant and equipment, completing handover certificates and scaffold tags, and removing risk controls

On successful completion you receive a nationally recognised Statement of Attainment for CPCCLSF2001 Licence to Erect, Alter and Dismantle Scaffolding Basic Level. Competence in this unit does not by itself grant the licence; you then apply to WorkSafe WA for the scaffolding basic High Risk Work Licence separately.

 

Performance Evidence

To demonstrate competency in this unit, a candidate must meet the elements and performance criteria by erecting, altering and dismantling the following:

  • a modular scaffold of a minimum of three bays with a return (tied in), ladder and stair access, and a bay extension platform incorporating a safety screen at a platform height of more than 4 metres
  • a bracket scaffold, including tank, formwork and top-plate hung bracket
  • a mobile scaffold above 4 metres high
  • a gin wheel, a cantilever materials hoist with a maximum working load of 500 kg, and a safety net and static line
  • using the short splice, sheet bend, clove hitch and timber hitch
  • checking relevant workplace information, completing handover certificates and scaffold tags, and using associated gear including flexible steel wire rope, ladders, tie tubes, fibre rope, sole plates, screw jacks, levels, props and bracing
  • identifying hazards and applying appropriate risk controls and safety measures

 

Knowledge Evidence

To be competent in this unit, a candidate must demonstrate knowledge of:

  • safe work requirements for scaffolding under Australian Standards, Commonwealth and state or territory WHS legislation, regulations, codes of practice and local government regulations
  • workplace information, including safe work method statements, permits, certifications and equipment service and maintenance records
  • workplace procedures, including emergency plans and incident reporting
  • hazard identification and mitigation strategies, including the hierarchy of control and use of PPE
  • hazards commonly encountered in scaffolding, including unstable work areas, damaged equipment, overhead and underground hazards, mobile plant, adverse weather, falling objects and falls from height
  • minimum clearance distances from powerlines and electrical equipment
  • risk controls and equipment, including safe access and egress, illumination, barricades and fall arrest equipment
  • application, limitation and load capabilities of modular scaffolds, cantilevered materials hoists, ropes, gin wheels, safety nets and bracket scaffolds
  • scaffold dimensions, maximum capacities and load types, including light, medium, heavy and special duty scaffolds
  • types and functions of associated equipment and stability equipment, including sole plates, screw jacks, levelling, ties, bracing and propping
  • ground and foundation suitability, and scaffolding erection, alteration and dismantling techniques
  • workplace policies and procedures for scaffolding, including working safely at heights and setting up fall prevention and fall arrest systems
