Licence to Operate a Boom-type Elevating Work Platform (Boom Length 11 Metres or More)

Working from height in an EWP demands constant awareness of load, ground conditions and overhead hazards. TLILIC0005 Licence to Operate a Boom-type Elevating Work Platform (Boom Length 11 Metres or More) builds the skills to plan the task, carry out pre-start and stability checks, operate the boom safely at height, and pack up and shut down correctly. It is your training step towards the boom-type EWP High Risk Work Licence.

Training Details

This unit specifies the skills and knowledge required to safely operate a boom-type elevating work platform (EWP) where the boom length is 11 metres or more, in accordance with all relevant legislative requirements. Competence in this unit does not in itself result in a High Risk Work Licence (HRWL) to operate this plant.

A boom-type EWP is a telescoping, hinged or articulated device, or a combination of these, used to support a platform on which personnel, equipment and materials may be elevated. A person performing this work is required to hold a boom-type EWP High Risk Work Licence.

Assessment is competency-based and combines theory with practical demonstration, using the National Assessment Instrument mandated for the licence.

  • planning the work or task
  • preparing for the work or task
  • performing the work or task
  • packing up

Learning Outcomes

  • Plan the work: identifying task requirements, assessing the operating surface, establishing EWP capabilities and load limits, and applying hazard and traffic controls
  • Prepare the EWP: fitting PPE, carrying out pre-start checks, positioning and stabilising the EWP, and testing platform controls
  • Perform the work: safely locating and positioning the EWP, operating all movements within safe limits, and responding to unplanned or unsafe situations
  • Pack up: carrying out post-operational checks, retracting and securing the boom, and shutting down the EWP

On successful completion you receive a nationally recognised Statement of Attainment for TLILIC0005 Licence to Operate a Boom-type Elevating Work Platform (Boom Length 11 Metres or More). Competence in this unit does not by itself grant the licence; you then apply to WorkSafe WA for the boom-type EWP High Risk Work Licence separately.

 

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all the requirements of the elements and performance criteria on at least one occasion and include:

  • advising relevant people on site of hazards and risk control strategies, and applying emergency and traffic management procedures relevant to the role
  • carrying out pre-start and operational checks, including visual inspection, fluid levels, the compliance plate and load chart, safety devices and logbook records
  • controlling and operating the boom-type EWP so all movements are safe, smooth and within manufacturer requirements, including raising, slewing, manoeuvring and lowering the platform
  • identifying and controlling hazards and risks, including environmental conditions, ground conditions, overhead hazards, restricted areas and crush points
  • entering and exiting the work platform safely, including correct use of fall restraint or arrest equipment
  • inspecting and using relevant safety equipment, including anchor points, harnesses, lanyards and emergency retrieval systems
  • interpreting and confirming workplace instructions, safety information and emergency procedures
  • maintaining communication with other workplace personnel using appropriate procedures and signals
  • stabilising the EWP correctly, including checking levels and deploying outriggers where fitted
  • shutting down the EWP in accordance with manufacturer requirements and workplace procedures
  • selecting the correct EWP for the task using manufacturer data, including the compliance plate and load chart

 

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

  • Australian and industry standards, codes of practice and guidelines for operating a boom-type EWP, including reach and height calculations
  • workplace communication procedures, including radios, signage, hand signals and written instructions
  • compliance with permit conditions, including from electrical supply authorities or for work on roads and footpaths
  • EWP characteristics, capabilities and manufacturer requirements
  • hazards including ground and traffic conditions, overhead hazards, obstacles and insufficient lighting, and how to avoid crush and entrapment points
  • the impact of failure or loss of control, equipment faults and instability on EWP operation
  • emergency procedures and safety equipment, including harnesses, lanyards, anchor points and retrieval systems
  • risk assessment and the hierarchy of control
  • work area operating surface suitability and typical routine problems encountered operating an EWP
  • wind speed factors and other conditions affecting EWP stability
  • WHS/OHS/OSH and code of practice requirements for boom-type elevating work platforms
