Licence to Operate a Concrete Placing Boom

Concrete placing booms deliver concrete safely and accurately to hard-to-reach areas of a build, and operating one is licensed high-risk work. CPCCLBM3001 Licence to Operate a Concrete Placing Boom builds the skills to plan the placement, set up and stabilise the boom, deliver concrete through its full range of movements, and shut it down safely. It is your training step towards the Concrete Placing Boom High Risk Work Licence.

Training Details

This unit covers the skills and knowledge to operate a concrete placing boom safely, including locating and setting up the boom, delivering concrete accurately, and shutting down and securing the plant. It is high-risk work: the concrete placing boom includes a knuckle boom capable of power-operated slewing and luffing, pumping concrete through a pipeline attached to the boom.

Assessment is competency-based and combines theory with practical demonstration, using the national assessment instrument mandated for the licence.

The unit covers the core stages of concrete placing boom operation:

  • Plan concrete placement work
  • Set up the boom and prepare for operation
  • Deliver concrete
  • Shut down and secure the boom and its components

Learning Outcomes

  • Plan concrete placement work, including hazard identification and confirming delivery schedules with contractors and suppliers
  • Set up the boom, position and stabilise it with outriggers, and carry out pre-start and post-start operational checks
  • Deliver concrete safely and efficiently through the full range of boom movements, coordinating supply and monitoring stability throughout
  • Shut down and secure the concrete placing boom and its components on completion

On successful completion you receive a nationally recognised Statement of Attainment for CPCCLBM3001 Licence to operate a concrete placing boom. Competence in this unit does not by itself grant the licence; you then apply to WorkSafe WA for the Concrete Placing Boom High Risk Work Licence separately.

 

Performance Evidence

You must demonstrate the ability to locate, set up, operate and shut down a concrete placing boom for two different concrete placements, one involving delivery where the placement area is not visible to the operator and radio communication is essential, using two types of concrete with different slumps. For each placement you must:

  • Plan and prepare for the work, including a risk assessment and selecting risk controls according to the hierarchy of control
  • Check location suitability, then position and stabilise the boom using outriggers and packing
  • Conduct pre-operational checks of the plant, boom, pump, safety devices and control panels
  • Operate and control the boom through its full range of movements, in communication with workplace personnel, to deliver concrete as required
  • Monitor concrete supply, pump and boom operation to ensure safe delivery
  • Identify faults and problems, including emergencies, and apply appropriate response strategies, including contact with electric lines, loss of boom control, instability, pipe or hose blockage, equipment failure, and severe weather
  • Shut down and secure the boom in line with established safety procedures

 

Knowledge Evidence

You must be able to demonstrate knowledge of:

  • Relevant health and safety legislation, approved codes of practice, and Australian and industry standards for operating a concrete placing boom
  • Characteristics and properties of concrete required for different elements of buildings, and concrete placing procedures including priming, volume and consistency requirements
  • Features and functions of concrete delivery system components, including adaptors, boom, couplings, hose, lines and locking pins
  • Hand signals used in concrete placement operations
  • Manufacturer specifications and workplace procedures relevant to operating concrete placing booms
  • Essential safety procedures for boom stability, including deploying outriggers and correctly positioning plates or packing
  • Procedures for maintaining workplace records and using mobile communication devices on site
  • Routine problems, hazards and emergencies that could arise during operation and strategies for managing them
  • Types of ground and ground conditions suitable and unsuitable for setting up and operating a concrete placing boom
