Licence to Erect, Alter and Dismantle Scaffolding Advanced Level

Advanced scaffolding work covers cantilevered hoists, hung scaffolds and suspended scaffolds where a fall of more than four metres is possible. CPCCLSF4001 Licence to Erect, Alter and Dismantle Scaffolding Advanced Level builds the skills to plan, erect and safely dismantle these structures on complex sites. It is your training step towards the SA High Risk Work Licence.

Training Details

This unit specifies the skills and knowledge required to safely perform advanced scaffolding work. This is high-risk work: scaffolding work involves erecting, altering or dismantling a temporary structure to support a platform from which a person or object could fall more than four metres.

This unit applies to scaffolding work involving cantilevered hoists, hung scaffolds (including scaffolds hung from tubes, wire ropes or chains) and suspended scaffolds.

Completion of the general construction induction training program is required by anyone carrying out construction work; achievement of CPCWHS1001 Prepare to Work Safely in the Construction Industry meets this requirement.

This unit has a prerequisite: successful completion of CPCCLSF3001 Licence to Erect, Alter and Dismantle Scaffolding Intermediate Level, or holding a valid intermediate scaffolding licence.

Assessment is competency-based and combines theory with practical demonstration, using the national assessment instrument mandated for the licence.

The unit covers advanced scaffolding activities including:

  • Erecting and dismantling scaffold and equipment while maintaining stability
  • Erecting and dismantling a cantilevered hoist
  • Erecting and dismantling a hung scaffold suspended from chains, flexible steel wire rope or tubes
  • Erecting and dismantling a suspended scaffold attached by a dual needle system using counterweights and a powered winch

Learning Outcomes

  • Plan advanced scaffolding tasks, including hazard identification, risk controls and load calculations
  • Select and inspect scaffold plant and equipment, including PPE and fall protection
  • Set up the task, including preparing footings and assessing ground and structure suitability
  • Undertake advanced scaffolding activities across cantilevered hoists, hung scaffolds and suspended scaffolds
  • Complete the task, including handover certificates and scaffold tags

On successful completion you receive a nationally recognised Statement of Attainment for CPCCLSF4001 Licence to Erect, Alter and Dismantle Scaffolding Advanced Level. Competence in this unit does not by itself grant the licence; you then apply to WorkSafe WA for the SA High Risk Work Licence separately.

 

Performance Evidence

To demonstrate competency in this unit, a candidate must meet the elements and performance criteria by safely erecting, altering and dismantling:

  • A cantilevered hoist consisting of at least three mast sections tied in accordance with the specifications
  • A tube and coupler hung scaffold of at least 4 m height and 3.6 m length, consisting of one continuous heavy-duty platform hung from chains, flexible steel wire rope or tubes
  • A suspended scaffold of at least 4 m height and at least 200 kg capacity, attached by a dual needle system using counterweights and a powered winch

The candidate must also check relevant workplace information, perform all activities in compliance with workplace-specific, safe work and manufacturer requirements including handover certificates, identify hazards and apply risk controls, and use all associated stability equipment and gear.

 

Knowledge Evidence

To be competent in this unit, a candidate must demonstrate knowledge of:

  • Safe work requirements for scaffolding under Australian Standards, WHS legislation, regulations and codes of practice, and local government regulations
  • Workplace information including safe work method statements, permits, equipment records and manufacturer specifications
  • Hazard identification and mitigation, including the hierarchy of control and PPE, and hazards commonly encountered in scaffolding such as instability, overhead and underground hazards, adverse weather and falls from height
  • Application, limitation, operation, load capabilities and safety requirements of cantilevered hoists, hung scaffolds and suspended scaffolds
  • Dimensions of scaffold, load types and capacities, and mathematical processes for estimating and measuring loads
  • Types and functions of associated equipment including counterweights, prefabricated needles, swinging stages, winches, FSWR and fittings, ties, bracing and propping
